Major Richard Ewen, father of Elizabeth (Ewen) Richardson, immigrated to Maryland in 1649 and was the second person to settle on the Patapsco River. In 1654 he was Justice of the Provincial Court, and in 1657 he was elected Speaker of the Upper House. In 1657 he was one of the Governors of the Colony under a commission from Lord Protector Cromwell.683
